WAR DEBT PROBLEM
POWERS’ ALTERNATIVES BRITAIN WILL NOT DEFAULT (Elec. Tel. Copyright—United Press Assn.) (Received Nov. 22, 11 a,m.) LONDON, Nov. 22. The Daily Telegraph’s diplomatic correspondent says that assuming the United States refuses an extension of the debt moratorium, the courses open to the Powers are, firstly, the payment of the instalment accompanied by a declaration of the hardships of the debtor country and the disadvantages to international trade, including America’s; secondly, default, also accompanied by a reasoned statement; and thirdly, an offer lo pay the instalment, into a suspense account pending the outcome of wider negotiations.
