De Jouvenal \s proposal that France should make such an idea part of her disarmament programme at Geneva was met with hostile jeers by one senator, who remarked, ‘ ‘ What a splendid .speech for our enemies abroad!”' M. De Jouvenaal vigorously attacked the French Government for increasing military expenditure.
