The Weekly Dispatch says Communists have prepared a "soldiers' pror gramme" which they are endeavoring to. circulate in barracks, nrging that rankers should be allowed to stand as Parliamentary candidates, and that political parties should be permitted .to form branches in camps ■ and barracks, and also soldiers in uniform should be permitted to participate in; .political demonstrations.
