MATAKAOA COUNTY

MONTHLY COUNCIL MEETING (Herald Correspondent;.) At the last meeting of the Matalcaoa County Council there were present: Messrs King F. Reed (chairman), Kemp, Williamson, Saxby, Wood, Cowan, Hovell, and Ivoliorc. A letter from Mr. D. McGuire, poundlceeper, gave an explanation as to the reason of the non-impounding of certain wild horses complained of by Mr. McKeddic and defending certain complaints made regarding his managcnT&nt of the pound.—The letter ■was received. Mr. D. McGuire submitted an offer of £3 for certain felled trees upon the Hicks Bay-Whangaparaoa roadside. — Cr. Wood was deputed to arrange with Mr. McGuire.

The poundkeeper reported that certain persons in defiance of his warnings were allowing their horses to wander at largo during the night hours. —It was decided to notify one owner that if his horse was again found wandering on the roads at night his grazing license would be cancelled. The following tenders were accepted, other tenders received being given in parentheses: Metalling 57 chains Taurangakautuku valley road, C. E. Tamblin £125 8s (F. .T. Honey £125 Bs, S. Hepburn £203); deviation of .10.70 chains of th'c Hicks Bay hill road, E: J. Pearce £.105 Ss 5d (Smithers and Jensen £225 8s 4d, J. Brown £274 9s lOd); formation of GO;) chains of tho Karakatuwhcro road, S. Hepburn £490 16s (C. H. Evans £735 17s 6d, Noah Brown £602 ss, J. Brown £578 12s Gel); formation of 62 chains of the Te Araroa-East Cape road, S. Hepburn £487 (C. 11. Evans £6BO 10s, J. Brown £575 14s 7d, Moody and Sexton £522 19s 4d). • Cr. Williamson asked if the washout on tho Kopuapounamu road above Kiritahi was being attended ,to, and was advised by the chairman that the engineer had the matter in hand. Cr. Hovell asked that the bad section of the Kopuapounamu road between the Awatero river and Mr. Hicks’ property bo metalled. The chairman advised that the settlers concerned had already arranged a working bee to metal the worst portion as soon as .the road was dry enough.

Cr. Wood drew attention to the wearing away of certain parts of the Hicks Bay hill road metal and recommended that patching be done where needed as early as possible. Cr. Cowan asked that the proposed metalling ,of the main road to the roadman’s whare section of the Taurangakautuku road bo financed from the balance of the Taurangakautuku metalling grant and be undertaken as soon as possible. The chairman advised that he would have a proposal submitted for the work in tho early future.

It was decided that tho grazing license for any animal found wandering at night be cancelled. Cr. Kemp advised of thc«bad condition of the Whalcai swamp section of the Hicks Bay-Potaka road and stressed the need of improvements being carried out to the drainage before the winter sets in.—The engineer advised that arrangements were now in hand to carry out the draining and to raise the road as far as possible. Tho chairman referred to tho engineer’s estimato of cost and report,,of the draining of Mr. Mullooly’s slaughterhouse roadway.—lt was decided that finance would not permit the undertaking of tho engineer’s scheme and that he submit a smaller and less costly schome. Cr. Hovell commented upon tho delay in carrying out the promised survey of an access road route to Tohi Huriwai’s property.—The chairman pointed out that important grant works were taking up the whole of the engineer’s time, and that it was tho intention of tho council to fulfil its promise to Tobi Huriwai at tho earliest opportunity. Cr. Hovell referred to the expenditure of the Oweka stream road grant of £2OO, urging that the grant was obtained for expenditure on the Tapatu end of the road, and voicing his objection to it being expended on the main road end as proposed. It was proposed by Cr. Hovell, seconded by Cr. Cowan, that tho grant be spent in accordance with tho official records, viz., on the upper part of the Oweka stream running through Wharekahika blocks 10a and 10b as intended and applied for. The chairman proposed the following amendment, which was seconded by Cr. Wood, "That the engineer bo instructed to proceed with tho proposal for the formation of tho main road end of the Oweka stream road above Maddox’s shcepyards for as far as will overcome the four or five worst river crossings.’’ Tho amendment was car-' ried.

Cr. Wood advised that the newlyformed Hicks Bay-Potaka road near Mr Maddox’s woolshed had been cut up by recent heavy carting. It was decided that no heavy carting be permitted until the road became set and permission obtained from the engineer. The chairman advised that the proposals for the completion of the Hicks Bay-Potaka road had been approved, and that tenders would bo invited for the work immediately. Messrs. Kamizono and Barbara were granted a renewal of their respective billiard saloon licenses. Cr. Saxby referred to the expected visit of the Minister of Public Works on the day before Anzac Day and suggested that it would bo a great , advantage if the next meeting could be held that day.—lt was decided that the next ordinary meeting bo fixed for Tuesday, April ‘24. Accounts amounting to £2932 lGs Gd were passed, for payment. SPECIAL MEETINGS A special meeting was also hold to consider the Auditor-General’s report on the balance sheet, Mr. McNaught, the clerk and treasurer, being congratulated on the satisfactory nature of the report. The following resolution was carried:— (< That in consequence of the. Auditor-General taking exception to the raising of the engineer’s dwelling loan of £llOO, that the clerk forthwith make representation to the Public Trustee for the return of such loan and for a release of the commitments thereunder. ’ ’

At a further special meeting attended by the chairman, Crs. Wood, Dr. Wi Repa, Cowan and Hovell, the tender of £524 3s Gd of Mr. M. Hnren for contract No. 0/28 was accepted. A similar resolution was carried in respect of contract 7/28, when Mr. Huron’s .tender was £353 9s.
