March 25. - A Bill lias been introduced; by the Minister of Justice to define sedition for the purpose of preventing - tho dissemination of doctrines subversive to peace. The order provides for a penalty not exceeding five years’ imprisonment for anyone who does, suggests, or justifies seditious acts, publishes a seditious libel, or is a party to a seditious conspinrey. . . » The term includes the commission ot or incitement to unlawful violent acts, whether in the Union or elsewhere towards persons, or property in order to alter any system of government pre-, scribed by law; the incitement of or disturbance of the public peace; also promoting feelings of hostility- .between the different races in the Union.
