NEGROES TO CONFERENCE. WASHINGTON, Dec 16.—Whether its pleas can gain the dignity of exposition in the international forum is open to doubt, especially in view of the definite character of the conference agenda, which there is no disposition to exceed.; but the Colored World Democracy Congress, an organisation of American negroes, lias asked the conference to give its attention to qxiestions of "race and colour inequality as affecting them and their future.
