Mr. Churchill, explaining the reorganisation of territorials, said the army would be divided into two " branches; — the regular army and the territorial army, both complete and self-contained. Tho territorials would enlist- for three years, trained men for four. Men, offioers, and commanders would be chosen from those who had commanded battalions mi tho field with distinction. Mr. Churchill , quoted Admiral Wjlson's dictum that the navy cannot play international football without a goalkeeper, adding that the territorials "were, the goalkeeper. As the result -of the war, Britain's frontiers had moved further afield. The territorials' army would be raised on the basis of Imperial defence, including responsibility to France and.. Belgium, ahd would be ready for a supreme emergency to defend against aggression whether on the Rhine or m India. Tlie total war establishment would be ,345,000, of whom only. 60 per cent, would be . recruited iri the first instance . .
