(To the Editor of the Herald.) &ir. — 1 was favor of. the movement <ff. rating on unimproved value, but now, after I see your report of Mr McCliskie's view, I admit you are right and we are wrong. It will bo the most unfair thing #ri charge double to those who bought a section and cannot afford to build, to make them pay for improvements only wanted by the flash owners. Let us encourage the production instead of the flash building. As it is there are plenty . of them; they are half empty. — Youra truly, E. GAY.
