WATERSIDE LABOR.

AUCKLAND, last nijjht.? The Auckland Harbor Board to-day discussed the proposal that harbor boards should take over the control of the handling of cargo and employment of waterside labor and -adopted the following resolutions :— : -."'""'■ (1), That m- the leveoit of any change by » legislative" "enactment m tile exist' ing , conditions .being deemed desirable, this Board ' confirms and approves the principle-, of harbor boards being constituted the sole controlling' authority as affirmed m the first resolution of the conference of harbor board delegates held m Wellington on 23rd IJanuary last. (2) That in t-h,e opinion of this Board any arrangement with shipping companies or stevedores to control tJhe labor of respective A , ports "vf hich may be entered into as suggested m the second resolution of, the conference %yould« be*' unsatisfactory, as it would involve dual administration, wiiich ' wouldv "be impracticable. (Note • ;■ H f harbor., boards have ' responsibility they should have absolute control.) (3) That if tlie yresent conditions are to be altered and a permanent staff engaged, saich i'hould bo entirely controlled by the harbor boards. This board is," however, of the opinion, m relation to stevedorin.c. work, that the shipping companies must continue to control' that absolutely, but thot just as harbor, lx>ards, might control all wharf -labor with a. permanent sUiff, so the shipping companies might continue m control of the stevedoring, hilt also with a permanent staff. (4) Any amending legislation,; therefore, should, in[ the opinion of this board, be permis-. sive and extend to harbor bonrds optional powers to deal with the questions involved m the maoner best suited to the requirements of ejwjh port.
