(3) That if tlie yresent conditions are to be altered and a permanent staff engaged, saich i'hould bo entirely controlled by the harbor boards. This board is," however, of the opinion, m relation to stevedorin.c. work, that the shipping companies must continue to control' that absolutely, but thot just as harbor, lx>ards, might control all wharf -labor with a. permanent sUiff, so the shipping companies might continue m control of the stevedoring, hilt also with a permanent staff.
