PRECAUTIONS ON THE RAND. (Press Assn.— By TeletrraDh— Copyrljrtit.) •*. JOHANNESBURG, July 25. The Government has taken elaborate precautions in the event of the failure of 'a settlement. Ten thousand troops are distributed qver the Rand, and the police have been armed, while Comer House and the power station have been fortified with mabhiri9 guns.
