' In the House of Commons Mr Balfour, in reply to Mr Welby, said that in lite opinion of the Committee of Imperial Defence the invasion, of Britain in numbers sufficient to make a conquest of London, or any conquest, possible was outside any considerations tliat should! be weighed by the Government during the consideration of fixing the strength, of the land forces. That depended' not on the question concerning the defences of the Motherland, but on colonial, and stHl more, Indian, needb, and the consequent strain 'on the nation's resources.
Mr Brodrick announced! that China had not expressed adhesion to the Thibetan treaty, but was negotiating on the question.
Karl Percy stated that the Government wer e appointing vice-consuls at Leopoldville andi Stanley Falls. . It h apparent that the British surplus is nearly seven million pounds. Ine Government majorities on the naval estimates are satisfactory.
