GISBORNE, AIOJIDAY, iEt fEMBER 10, 18S9. The Harbor Engineer returned from Wellington this morning. We learn that the Government has agreed to the construction of the proposed wall on the west side of the river, and also to the continuance of the breakwater. '.Ye arc indebted to Mr A. Mr Arthur and Mr Hun-is, who have been in Wellington for severai weeks, express themselves generally satisfied with the measures, which are a great iuv provciucnt on previous legislation on t lie same subject. Mr A. L.-vi, oculist optician of Napier, having with him a large assortment oi pebbles, spectacles, and other optical goods, besides possessing the latest improved instruments for testing the sight, has been largely visitrd during the past week and has been successful in fit' ing some difficult cases. As Mr Levi only intends remaining in (!isborne until Friday next those persons having defective sight should not lose the opportunity of consulting with him. The adjourned monthly meeting of the Kaiti Road Board was held at noon to-day. Present— Messrs E. F. Harris (Chairman), Ponsford, Dickson, Finneran and Matthewson. Complaints having been made by several ratepayers that drains and fencing j were being damaged by cattle straying on j disirict roads, it was resolved to publicly notify the owners that all stock found on the public roads after the 2',h(\ iiist, will be impounded. Messrs Wliitby and O'Meara applied that a culvert should be Utd in Owen road. It was agreed to do the whole provided a portion of the cost was contributed by them. A petition signed by thirty-seven ratepayers was presented asking the Board to adopt the "Loans to Local Bodies Act, " with the view of bori owing £1500 for public works within the district, as per schedule attached. After discussion it was decided to call a public meeting of ratepayers t.i consider the question in all its bearings, and to ascertain definitely whether the proposal would be carried before the pull is taken.
