[To the Editor of the Herald.] Sir, — On reading your report regarding the dog collars in the County Council, I came to the conclusion that the County Council members have come to a sudden conclusion in the matter. I now beg to state that if our County Council members chose^to. appropriate the rate money to advantage they will save collar expenses. — I am, &c, L. Mclntosh.
