i The Council met yesterday at 3>Soo The Bill authorising the issue r of, Treasury. IBills out of the Colony was passed through Committee, the Honfc Mr. Waterhouse protesting that it would enable the Treasurer to break the promise not to borrow in the London market for three years. There was a long and somewhat personal discussion on the motion for the appointment of a Committee respecting Taiaroa's disqualification. Ultimately a Committee was appointed to enquire into the subject of disqualification generally. The debate on the cost of education was resumed. The Hon. Mr. Chamberlain said it was unfair that bachelors' and' chiMlesfe people should pay taxes for education for which .fees should.be imppsed. . The debate was adjourned, and "'the ; Coimcil rose at 5 o'clock.
