[from our owx correspondent.] LONDON. October 29. Large withdrawals of gold for Germany and the United States, and an immediate advance m the rate of discount is expected. Mr. Fawcett, m addressing his constituency at Hackney, admitted that the Government policy with respect to Afghanistan cannot now be reversed. CALCUTTA. October 30. General Roberts has issued a proclamation announcing the abdication of Yakoob Khan, and stating that the outrage ou the Residency compelled the occupation by the British of Cabul, and otjfeer parts of Afghanistan, pending settlement of affairs. A permanent Government will be established after consultation with the chief Sirdars.
