LICENSING ACT AMENDMENT BILL.
This bill, which was introduced last night in the House by Mr. Acton Adams, and read a second time, contains eight clauses and provides that there shall be four classes of licenses, namely : (1) Town license, applied for within any city or borough ; (2) Country Ifpenses outside any city or borough, not being an accommodation for ferry licenses ; (3) Accommodation license outside any city or borough, where the business consists of — for a wholesale license £10 ; for a bottle license £25 ; for a packet lioense £10 ; for a town license £25 ; for a country license £25 ; for an accommodation license £10 ; for a ferry license £1. Hours of houses sis to eleven on working days, and one to two and eight to nine on Sundays, Christmas day, and Good Friday, but extension of time may be granted on payment of an extra fee of £10. Where there is a city lamp it is not necessary for a publican to keep a l'ght. Bona fide traveller shall mean any person, travelling for business, for pleasure, or health or recreation, or any other lawful purpose, to which the obtaining of liquor is merely auxiliary, provided that -prinna facie proof of the defendant not being a bona fide traveller shall be given by on behalf of the prosecution in all proceedings. (4) a ferry license may be applied for, on terms of keeping the ferry in repair and any roads or bridges adjacent to such house with these fees payable.
