LONDON.
October 18. At a Conservative meeting held at Manchester, the Secretary for Foreign affairs Justin" ed the policy of the Government re the Afghan war, and stated the object was the defeat of the mutineers, and not domination.
CALCUTTA.
October 18. An imposing entry was made by the British into Cabul. Martial law has been proclaimed. General Roberts has issued a proclamation, stating the city would be spared, but heavy fines would be imposed on the inhabitants. A general disarmament of the city and suburbo is to take place, and prompt measures adopted for the capture of the mutineers. October 19. Yakoob Khan has resolved to abdicate. General Roberts has made provisional arrangements for the administration of the Government. • The Kuram tribes are m a great state of commotion.
