Wellington, • This Day, It appears that +.he Government and Opposition leaders are not so well agreed upon the course of procedure as was believed. It was thought that by arrangement the Loan Bill would have been passed without any difficulty, but when it was in Committee last night, the Opposition moved an important amendment, restricting the power of spending. This the Government opposed, but did not venture to call for a division upon it. The following is the amendment : — Provided that nothing in this Act shall be deemed to authorise the expenditure of any sums raised hereunder, until the same shall be appropriated by acts of the General Assembly.
