NAPIER.

This Day. A movement is on foot here to convert the Napier Athenaeum into a Free Library. A petition is being signed asking the Mayor to take a poll of ratepayei*s on the question of bringing into operation the Public lAbrari.es Act. There was a little difference lately between the Fire Brigades and Municipal Council, respecting the , ordering from Englaud of a lot of requisites ; the Council holding that their subsidy to the brigades should cover all the expense the Corporation should bear ; but yesterday it was decided that the requisites should be ordered by the outgoing mail, the expense to be borne by the Corporation and Insurance offices, and perhaps supplemented by public subscriptions. Doubtless the Wellington fire has been the moving cause of the promptitude now displayed in getting what is needed to make the working apparatus of the brigades efficient.
