THE PALL MALL BUDGET ON PROTECTION IN NEW ZEALAND.

The last number of the Pall Mall Budget, received by the Suez Mail, has the following : — lt is not in Canada alone that the progress of protection in English colonies may be- watched with concern by English manufacturei's. An advertisement has of late appeared in the papers to the effect that the New Zealand Government is prepared to accept tenders^ for 100,000 tons of steel rails to be manufactured in the colony, from New Zealand ores. There is no doubt that this is intended as a step towards shutting^out English iron from New Zealand. That there are large quantities of iron and coal in New Zealand, and that -in due time iron manufacture would be commenced in the colony, is beyond doubf ; but this attempt to force both the manuiacture and the market for the goods produced cannot fail— as the intention appears to be to carry it out — to prove detrimental to the colony. Not only does the New Zealand Government propose to take these steel rails manufactured at a disadvantage but it proposes to tax the agriculturists of the colony for the purpose of bringing out the hands to establish the works necessary to make the rails. It is, of course* useless to argne against this Bort of thing. In Victoria, the other day, a tender of English iron was declined, and that made in the colony at a much higher price accepted, simply because it was made in the colony.
