LONDON.
April 3. In consequence of the disputed possession of certain mineß Chilian troops have invaded Bolivia. The president of the latter has concluded an offensive and defensive alliance with Peru, and declared against Chili. In the House of Commons, Chancellor of the Exchequer, replying to a question, said the mixed occupation Roumelia after the Russian evacuation, had not yet been arranged, but that the British policy is nnchanged Bine© the Berlin Congress, and that the Sultan believes he will be able to prevent popular agitation in Roumelia, but in England great anxiety is felt concerning the matter. Tenders opened on the 9th instant, for 4| Western Australian Loan was for £1,000,000. The report of the Select Committee of the Commons has unseated Sir Bryan O'Loghlan.
The Chancellor of the Exchequer hu made his budget statement. Revenue for past financial year is £83,125,000, and expenditure for same period £85,375,000, including expenses of the Zulu war.
The Chancellor revenue for^ensuing financial year is £83,000,000 and expenditure estimated £81, 125,000. The Chancellor of the Exchequer hoped the Burplus would sufficn for the Zulu war, and enable the redemption of £600,000 Treasury bonds. Balance, £475,000. Treasury bonds would be prolonged for twelve months. The Budget proposes an increase of twopence duty on cigars. In the Commons, the Secretary of State, for the Colonies replying to question, said it was not yet intended to establish a British settlement in New Guinea, and that Sir Arthur Gordon will return to Fiji but will report upon what steps is advisable. The minimum of the Western Australian loan is fixed at 96.
April 4. The Chancellor of the Exchequer, replying to question, said that negotiations continue between the Indian and Afghan Governments, and that a favorable issue is st^ll expected, but in the meantime, orders have been given for the advance upon Cabul. The Viceroy of India has, however, been instructed to make no important movements without the knowledge of the British Government.
The Under Secretary of Foreign Affairs, replying to question, said some French troops occupied the English island of Matecon, on the West Coast of Africa, and that the Government had made representations to the French Government on the matter.
An extensive revolution has occurred at Burmah, and matters wear a very serious aspect.
