BOROUGH COUNCIL.
The usual fortnightly meeting was held last evening, All the Councillors were present with the exception of Bis Worship the Mayor, who is at present on official Bervice at Tologa Bay. Minutes read and confirmed. A letter was read from the Public Works Department, as concerning the property known as Adair's Wharf. The matter last night stood thus : Mr. Adair was quite prepared to dispose of i he wharf property, provided the Council took over both the old wharf and the new wharf. If the Council would do this, he would allow a month's time to arrange as to the payment. The Council considered that Mr. Adair's proposal was a reasonable one, and should be entertained. It was then formally .moved by Oouhcillor 0. Smith : " That this Council will take over the old wharf known as the Btockyard wharf, at. the same time that they take over the new wharf ."* There was a long discussion, but when Councillor Smith's motion was put it was carried unanimously. Mr. Adair asks £1, 100 for the two wharves. If the Council are not agreed as to this sum, the matter will be referred to arbitration ; but it is more than likely that the Council and Mr. Adair will arrange the figure among themselves. On taking possession of tlie wharves the Council will lease it by tender or auction, by which they will be in a position to ascertain ) the exact [revenue derived from this source. The following was the • Engineers report to the Council : — Town Clerk's Office, Ist April, 1879. Should you deem it advisable a temporary footlipath could be made for less than one half of the above estimated cost. John Drummond, Town Surveyor. Town Clerk's Office, Ist April, 1870. Sik, — I have the honour to forward the usual fortnightly report on works in progress. James Williams. — The woxks under this contract are being proceeded with, and I would request that I be furnished with instructions as to whether I am to proceed with the gravelling of portion of the Glustone-road, as suggested in my report. Punt. — The Public Works Committee and myself h»vve inspected the Punt, and all alterations suggested by them have been made, and I would beg to recommend that a final payment be made, and the structure be taken over so soon as an extra knee is supplied for the winch, and the screw bolts for the flaps arejproperly fixed,
Several alterations have been made in the tackle and gear, but I do not consider the contractor is entitled to any extras for same, as he has not in many instances adhered to the plans and specifications. ••: The balance due on the contract is £90. In connection with the above, I consider it necessary that a breastwork or small jetty be run out on either side, and shall be glad to have your sanction to proceed with the necessary works, either by tender or day labour. Day Labourer. — The day labourer is engaged (with the assistance of two prisoners) cleaning out the tide and outlet drains on the Gladstone Boad. I would beg to recommend payment for the current month, amounting to £13 Bs. John Drummond, Town Surveyor. Councillor Ward moved — That a permanent footway be made on the North side of the Gladstone Boad, from Brightstreet to Boebuck Boad, and in the South side of the Gladstone Boad, from Bright-street to Cobden-street, in accordance with the estimate furnished by the Surveyor of the Council, and for the purpose of making such footway that the Council exercise their power under section 203 of the Municipal Act, to make the owners and occupiers of the pathway fronting bear the whole cost and charge of the work ; and that the work be commenced as soon aa plans and specifications are completed, and tenders called for. Councillor Walker moved as an amendment — That a permanent footpath be made from Bright-street to Boebuck Boad, according to the estimate of the Engineer, and that half the cost, of the same be defrayed by owners or occupiers uf the sections abutting, and that the Engineer be instructed to prepare plans and specifications for such construction ; and that tenders be called for. The amendment was seconded by Councillor Townley. After considerable discussion, -Mx.Ward's motion was carried. The Council did not adjourn until nearly 11 o'clock.
