LONDON.

March 22. The French war vessel Arrogante, 6 guns, foundered m a heavy gale, and 47 : men were drowned. Lord Chelmsford, writing to the Secretary of State for the Colonies on February 9th, requests to be superseded m the command of the British forces at Natal. The Governor of the Cape Colony, m accompanying the despatch, aays he concurs m Lord Chelmsford's request to be superseded, and points out as necessary that an officer be selected fitted to succeed him. The Secretary of State for the Colonies replying on March 19, censures the policy of the Governor of Natal, but says the Government have no desire to withdraw their confidence m him m the present crisis, and adds that the Government will decide upon peace conditions with Cetywayo, but are indisposed to sanction the annexation of Zulu country.
