It was altogether unnecessary for County Councillors to have referred for their powers, re the construction of a tramway between Gisborne and Ormond. The "Tramways Act, 1872," would have told them all they could possibly want to be informed upon. It was one of the several Acts which was not repealed in the " Public Works Act," as Councillors will find by a reference to the schedule of repealed Acts at the end of the " Public Works Act." When the Provinces were abolished, and with them the powers of Superintendents, these powers were vested in the Governor of the Colony. It is only necessary to forward the resolutions of the County and the Borough Councils to His Excellency, when they will, as a matter of course, be assented to, unless he is advised to the contrary. This is not likely to happen, as the spirit of all local Acts is, that the bodies shall he left to decide matters pertaining to Counties and Boroughs among themselves, unless such Acts shall be in contravention of existing laws.
