February 21. Rrmmania has apologised to the Czar, for the collision at Galatz. In the Cairo riots, one Minister was seriously wounded. It is suggested that Thessaly be divided into eight provinces for its bettor Government. General Kauffmann has received Shere All's embassy with honor, but he distinctly refused assistance with troops, and money against England. Lord Chelmsford arrived at Maritzburg to consult the authorities respecting defence measures. Graham Berry has interviewed the Banks, and wanted a loan at par, but was refused, as that price could not be floated in the stock market, but 95 was suggested. The Zulus have been often defeated. The British are on the defensive, awaiting English reinforcements. It is proposed to send Indian troops to Africa. Later Cape News states that the British column, under Colonel Wood, successfully repulsed an attack by 5000 Zulus, who have Bince fallen back upon Utrech in Natal. Shere All is still at Nazir Sharif, north of Afghanistan.
