Austrian Premier Hopeful. Count Stnergth, the Premier, in receiving a deputation of Parliamentarians f said be hoped the tension with Russia | would shortly bo eased. The Eichspost admits that the situation has improved.

President Poincare’s Speech. President Poincare, in Lis Presidential message to Parliament, dwelt on the necessity of national defence, and said : “Let ns shun no sacriffcee to consolidate and strengthen our array and navy.
“ In their silent work they are the most effective auxiliaries of our diplomacy.’’ The deputies cheered M. Poincare to the echo.
