of Japanese residents is significant. Prior to the outbreak of the Japanesellussian war from every part of t lie world the subjects of the Mikado made haste to reach their native land. The explanation given for the exodus that the Japanese had been recalled hy cho Mikado does not convey the reason. It may bo that the Japanese Government are preparing for the worst and information has leaked out that Japan has been taking active stops to meet "a crisis should it aviso. On the other hand the exodus may he interpreted to mean that Japan in order to avoid further friction with the United States is calling homo her subjects who have settled on the Western coast. Whatever may bo the reason it is perfectly* certain that it is part of a preconcerted plan of the moulders of the Japanese foreign policy.
