The Porte consents to apply reforms in Armenia largely based on the scheme put forward by the Powers, and will appoint a Christian assessor to each province to assist the Governors, besides allowing _ Christians a fair share of the official appointments. Tho Kurds will be given grants of land in order to stop their migrations, and thus do away with tho excuse for outrages. The uhan’s reply to the demands of tho Powers proposes that Christian assessors shall assist in the appointment of sub-governors, the mayors, gendarmerie and police to be equally composed of Moslems and Christians, in accordance with the population, and the improvement of prisons.
