A new finanoe plan is announced providing for advance payments Of future taxes by trade and industry with the object of enabling the Government to finance extraordinary expenditure. Non-interest bear.ng tax bonds, the taking up of which is obligatory, will be issued in recognition of advance payments. Bheinhardt announces a plan to finance provinces, towns and railways posts and motor roads. The decreased revenue resulting will be compensated by increased income tax and decreased public expenditure. Reich loans will be issued only as exceptions. The delivery bonds will be abolished in May 1939. HtTLER RETURNS TO BERLIN. FURTHER CLASSES CALLED TO ARMS, (.Received 10.4 a.m.) BERLIN, March 24. Hitlar has arrived but there was no demonstration, posters announce the calling up of the 1906-08 classes for a two months refresher course. It is estimated that this will involve between five and six hundred thousand, it is understood that this is a routine measure.
