TO NON-INTERVENTION NOTE. FAVOURS TSAR HIXU VOLUNTEER S. (Received 12.25 p.m.) , United Press Assn.—r Sv Electric Telegraph—Cop v right ROME. Jan. 25. In the Italian reply to the British non-intervention Note handed to the Embassy, it is understood that Italy agrees to ban volunteers but insists on rigid enforcement in all countries of international control and simultaneous application, and demands the extension of the ban to* include propaganda and financial assistance. The reply also draws attention to the reports of mass .nationalisation of foreigners fighting oil l>ehalf of the Government. If true, this would be contrary to authentic non-interven-tion,. The full text of the reply is described as moderate and constructive. It, points out but dees not make definite reservation regarding the extension of the ban on volunteers to include propaganda and financial aid, but merely recalls this point which was previously at issue.
