Mr de Valera caused a sensation in the League Assembly on the vital question of Russia’s admission bysaying tiiat the question should be discussed in public instead of in hotel bedrooms. He favoured entry in the ordinary manner without special privileges. Russia should guarantee universal religious liberty and extend throughout the world the rights granted American citizens. Mr de Valera referred to the intrigues and hotel conversations, which suggested that, only the possessors of exceptional sources of information could keep abreast of goingson. He admitted that private negotiations were necessary, though a prolongation might defeat the ""project. The simplest way- to secure the Assembly’s vote, if there was opposition, was to refer the matter to an appropriate committee. He objected to attempts to deprive delegates of their rights in the Assembly. VATICAN CITY DISPLEASED. VATICAN CITY Sept. 13. The impending admission of Russia to the League is coldly received here. Poland has definitely decided that she cannot participate, and Est.honin, Latvia and Lithuania have entered a military- alliance, so it is unlikely- that they will participate. Poland believes that no war need be feared in Eastern Europe for at least a, decade, as Poland has settled her differences with Russia and Germany, she has nothing to fear.”
