FOREIGNERS ORDERED TO LEAVE VLADIVOSTOCK. ROZHDESTVENSKY’S PROBABLE SUCCESSOR. Peb Press Association. London, May 19. All foreign commercial agents at Vladivostock have been ordered to leave. Early on Tuesday the Baltic fleet was 220 miles north-east of Kamranh, steering north. The hospital ship Orel is expected at Shanghai. The Russian ernirer Pallada has been raised at Port Arthur. The “ Times’ ” St. Petersburg correspondent says that Admiral Birileff will eventually succeed Admiral Rozhdestvensky. The latter, although his nerves are shattered, is believed to be physically able to engage the foe, and once at Vladivostock he will be entitled to resume his post of Chief of Naval Staff. Admiral Birileff has been allowed ample leisure to prepare fo • his journey, and this is interpreted to mean a further sojourn of the fleet in southern waters.
