It is anticipated that the Bill will provide for the creation of con- j trolling authorities vested with power to deal with arterial roads over a wide district. The controlling authority will lay down the lines of operation and provide

specification for roadways to be constructed; but in some cases the actual work may bo loft to the local bodies if they have adequate facilities. 'the crux of the question, however, is not control, but finance. The arranging of finance will be the task of the controlling althority. Loan money will be used for new construction and funds for maintenance and tin" payment of interest. A sinking fund will probably be provided by levies on local bodies, supplemented by Government grants. Some special taxation, including a tyre tax. may bo carnnu'kecl for tile purpose of these grunts.
