NEW GERMAN SUBMARINE. LONDON, January 15. The Paris correspondent of the Chicago Tribune says the Germans claim the invention of a new type of armoured submarine, which will revolutionise naval warfare. Is is proof against depth charges, and is able to face torpedoes in any position. BERLIN, January 16. Oswald Flamm, professor of marine architecture at Charlottenburg, claims the discovery of a new principle of stability, permitting the construction of armoured submarines the size of dreadnoughts. There will be no fear of their capsizing, and they will be capable of the most rapid submersion, much higher speed, and a greater radius of action than the existing types. Professor Flamm has completed plans of a 5000-ton cruise:, with a ape d of 25 knots, and is designing one of 10,000 tons. Krupps and Siemens are interesting themselves in the invention, which has been patented throughout the world. CRYPTIC BRITISH UTTERANCE. LONDON, January 16. Admiral Sir Percy Scott, continuing the naval controversy in the press, says ne believes that the advantage in the next naval war will he in means of defence rather than attack. He sees no reason wll y a torpedo should not bb evolved which no battleship could withstand. Sir Percy Scott considers that every nation will have at important ports various means of defence. He concludes with a cryptic hint of a new weapon, which he describes as a gun that “ shoots out at both ends.”
