REFUSAL TO MAKE AN AWARD. AUCKLAND, May 7. Tho Arbitration Court declined to maka an award in the softgoods trade dispute, on the ground that the union cannot bo said to be representative; that the great majority of tho workers havo declared themselves satisfied with the present state of affairs. u-nd do not want an award ; that tho union has failed to show that wages and conditions are unsatisfactory; that, the dispute, though technically in order, was not a real or substantial one; that tho wages at present paid in Auckland are in excess of thosa granted by the court to similar workers elsewhere.
