WITH THE RUSSIANS.
BUDGET SHOWS A BIG DEFICIT PETROGRAD, March 1.
The Budget shows a deficit of £37,000,000. The war is costing £3,000,000 daily. The drink revenue has fallen from £68,000,000 to less than £1,000,000 since the war ; and £350,000,000 have been paid into the savings banks. The conditions of the war are necessitating a large issue of paper money. This was an inevitable evil, but has imposed extreme prudence during the war. The Minister of Finance emphasised the point that Russia must have full economic independence. He was confident that after the war a rich and j:>owerful Russia would arise.
