The Times, in a leading article from the dominions’ point of view, says it has frequently warned the people of Britain against the tendency to assume that because the dominions are -with us heart and soul in the war they are also content with the present Imperial system and do not desire a change.' The dominions’ leaders are thinking earnestly of the future problems of the Imperial organisation. Sir R. Borden and Mr Fisher are of opinion that nothing short of an organic union will solve the problem. Their hopes and ideals may be difficult to realise, but they cannot bo ignored without incomparable mischief to the Empire. The new Secretary of State for the Colonies is a Canadian born, and may be trusted to listen to these views with understanding and sympathy.
