CONTROL OF BEACHES.
BATHING BY-LAWS. (From Our Own Correspondent.) WELLINGTON, July 9. Provision for the regulation of bathing on beaches is made in the Harbours Act Amendment Bill, which was introduced by the Minister of Marine. The measure provides that where a foreshore (whether within the limits of a harbour or not) is not vested in any harbour board or other local authority, the Government may by Oorder-in-Council for a period not exceeding 21 years, grant the control of part or parts thereof to any local authority, domain board, or persons acting as trustees for the inhabitants of the locality on such conditions as may be proscribed. The authority to which control is granted may make by-laws for the preservation and control of the foreshore. Such authority may also erect baths and bath-houses on the foreshore, ‘ and fix charges and make by-laws (subject to the Minister’s approval) regulating their use. The Governor, by Order-in-Council, may authorise any local authority whose district borders on any foreshore to make by-laws for the proper conduct of persons bathing in the vicinity of such foreshore, and may empower the local authority to delegate the right 1 to make such by-laws to any surfbathing club.
