GOVERNMEXT DEFEATED. MELBOURNE, December 5. The Victorian State Government has been defeated over its Redistribution of Seats Bill, proposing to increase the number of members of the Legislative Assembly from 66 to 70. Mr Watt immediately secured the adjournment of the House, in order to consider his position. - The Watt Ministry has resigned. December 6. Mr Elmslie’s party consists of 20 members in a House of 65. December 8. The Leader of the Opposition (Mr Elmslio) has undertaken the formation of a Labour Ministry. The party has chosen the prospective Ministers by ballot in caucus, The following comprise the new Ministry : Mr Elmslie, Premier and Treasurer. Mr Prendergast, Chief Secretary. Mr Lemmon, Minister of Education and Labour. Mr Plain, Minister of Lands and Agriculture. Mr Outtrim, Minister of Mines. Mr Bilson, Minister of Railways. Mr Evans, Attorney-general and Minister of Health. Mr M'Lellan, Minister of Public Works. Honorary Ministers: Messrs D. Smith, M. Hannah, J. Jones, and W. Fielding. Messrs Evans and M'Lellan are members of the Legislative Council.
