LONDON, December 1. The market is weak, owing to heavy j sales in consequence of the suspension of j the Specie Bank, India. The Consol market is depressed, owing ■ to Canada underwriting a £400,000 4 per 1 cent loan at £97. The last issue was ' made at the end of September at £99, and is not yet fully paid. It ia now quoted at £2 discount. I
