WASHINGTON, August 25

The Free Haw Wool Bill has been adopted. The Republican Senators are reserving further amendments until the measure is being considered by committee of the whole. The is making rapid progress with the Tariff Bill. August 31. The Senate read the Tariff Bill a first time. It includes a clause empowering the President to inflict retaliatory duties on certain imports from countries discriminating against .the United States. LONDON, August 29.

The Times says editorially that the new U.S. tariff is not a Freetrade measure, nor does it even consciously make towards Freetrade. The policy underlying the Bill is still Protectionist. Its democratic character lies in its claim to protect not particular groups, but the mass of the people, and in the withdrawal of Protection from those organised industries which take advantage of a high tariff to establish monopolies at the expense of the people.
