DECLARATION OF LONDON.

LONDON, May 26. Forty British Chambers of Commerce, three great marine insurance companies, and the Chamber of Shipping, representing 31 other chambers, have condemned the Declaration of London. Two commerce and two shipping chambers favour ratification. The Manchester Guardian states that Mr Fisher's views on the Declaration of London have undergone considerable modification, and it is not now expected that he will oppose the views of the British Government.
