MELBOURNE, March 2. A Royal Commission has been appointed to inquire into the sugar industry. The chief points to be investigated are whether bounties and the Excise duty have fulfilled . their purposes, and if so whether the results promise to be permanent, and Whether the withdrawal of the bounties or the Excise would lead wholly or in part to a. reversion to coloured labour ; also whether consumers have been specially burdened by the bounties and whether the system has failed or partially failed to develop the industry.
