. STOCKHOLM, September 26. Sweden and Norway have adopted a neutral zone; demolishing the fortification thereon, t trough ,the old works at Fredrikstens, and 'Kongsvinger will "be preserved. The Arbitration. Treaty provides that Fredrikstens shall be allowed a email garrison.
