THE RUSSIAN UPHEAVAL. ST. PETERSBURG, September 25.
The Peasant Union is entirely composed of mujiks. Two hundred thousand have been enrolled during the present year, all of whom ar.s pledged to demand reforms.
The political unions and professional classes embrace a membership of 50,000. An Englishman, who was rescued from Baku, asserts that the massacres were the outcome of the Armenian Revolutionary Committee's failure to induce the Tartars to join in a general rising. When the Government authorised the Tartars to settle the matter the Armenians attacked the Tartars.
Professor Melinkoff, of the St. Petersburg University, who was arrested for taking part in the national elections, has been released. He declares that the professional leagues favour participation in the elections.
