ST. PETERSBURG, August 21. A general strike has commenced in Poland by way of protest against the insufficiency of the national representation scheme. Some of the railways are at a standstill. ST. PETERSBURG, August 22. . The Cossacks arrested the ringleaders in the disturbances at the Riga factory. The mob storming the police station, the Cossacks fired, killing 50 and wounding many. The Lettish population, in Courland (a Baltic province) is practically in open revolt, and martial law is now established there. The decision to withhold the franchise fiom a majority of professional men who were pioneei's in reform has been widely criticised. Many Conservatives, equally with the Liberals, resent the pi-ominence given to the peasants in the Duma scheme.
