A White Book issued shows that Count Lamsdorff early in 1903 asked for an explanation of the presence of the British expedition in Thibet, and implied that "Russia might take measures to protect her interests. J
Lord Lansdowne retorted that the language used was unusual and almost minatory. The complaints were gratuitous, since Britain was acting within her rights in a region clo«e to her Indian frontier, while Thibet was 1000 miles from Ru^ian territory.
Russia moderated her attitude, but brought pressure on China and Thibet. I
Lord Curzon urged the necessity cf securing Thibet's recognition of " our legitimate influence by a permanent British representative being stationed at Lhassa."
Lord Lansdowne considers it sufficient to occupy the Chumbi Valley, and send ar mission as far as Cyangtoa to .secure
