The Governor, speaking at Grafoon, referred to Federation 1b relation to defence, and reminded, bis hearers that the match was always close to the powder barrel, and* an explosion might occur at any moment. Australia spent millions on defences, and it was desirable that they should be efficient. They oonld only be so by the colonial defence forces- being trained to act together. Federation was retardad, be feared, by local Interests, while national interests were also sacrificed. He combatsd the contention th«t Federation would divert the natural flow of trade. The towns would get tiie trade to which they would naturally lay claim, and any attempt to divert it would end is failure.. He believed that the question would soon be satisfactorily solved. It was easy to magnify difficulties, bat with a real desire for Federation they would easily be overcome.
