PAYMENT TO MEMBERS BILL.

The ] louse went into Committee on the above Bill. Mr J. C. BROWN moved an amendment to clause 11, as follows :—" That ail the words from the first word ' each,' to the word ' Council' in line 10, both inclusive, be omitted, with the view of inserting in lieu thereof the following — ' Each of the members of the present Provincial Council of Otago who shall not be resident within the city of Dunedin Bhall be entitled to receive for his attendance, and to defray his expenses during each session of the present Council, such sum or allowance, not exceeding 20s per dlan, together with such sum as shall be necessary to defray the expenses incurred by him in travelling from his ordinary residence to attend the Council, and returningto his residence, once each way, for each session, not exceeding the rate of one shilling per mile ; and each of the members of the present Provincial Council, who shall ho resident within the city of Dunedin, shall be entitled to receive for his attendance such sum or allownnce, not exceeding ten shillings per diem, as may be issued and applied out of the revenue of the said province, under or by virtue of any Appropriation Ordinance passed by the said Council : Provided that in the event of non-attendance of any member upon a regular sitting day of the Provincial Council, the amount of one day's allowance for every such day of nonattendance, shall be deducted from the amount payable to such member, at the close of the session.' " After discussion, the amendment was carried on a division by 17 to 11. The following is the division list : — Ayes :— Messrs Brown (teller), G. F. C. Browne, Green, Henderson, Hickey, Hutcheson, Mervyn, M'Arthur, M'Glashan, M'Kenzie, Robertson, Shepherd, Smith, and Webster (teller). Noes : — Messrs Allan, Uargill (teller), Cutten, Daniel, Duncan, Galbraith, Holmes (teller), Lumsden. Pairs: — For the amendment, Armstrong ; against, Brad.shaw. For, Bastings ; against, Reynolds. For, Barton ; against, Bathgate. The Bill was reported to the House with amendments.
