I trust that it shall be my constant endea- ! ! your not only not to betray, but to act in every respect worthy of the confidence which you are j willing to repose in me. There are numerous i reasons which strongly prompt me to decline \ i the honour which you would confer. 1 feel, j ! however, that, under the circumstances in which , we are now placed, no private or personal coni sideration would justify me in declining to re- | spond to the call of public duty. My services 1 are therefore at your disposal ; and, in the ; event of my becoming your Representative, you may rest assured that no effort shall be wanting , on my part to promote the general welfare and i prosperity of the community. I may take this opportunity of saying, that I am a firm adherent to the Scheme of the Otago ' Settlement ; and that I shall do my best to ! maintain that scheme in all its integrity, — subiject, of course, to such improvements and mo- ' difications as experience has found to be re- \ quisite. You are well aware that the principles on which the Otago Settlement was formed have never had a fair chance, the whole thing having been from the very commencement thwarted and practically nullified by the Colonial Government and its hostile officials. I trust, however, that the time is not far distant when the political rights and privileges guaranteed to us before leaving home will be implemented ; when every settlement in New Zealand will have the power of regulating its own internal affairs; and when the settlers of Otago will speedily | shew the practical effect of that industry, inj telligence, and harmony which so eminently | prevail among them, notwithstanding the misapprehensions entertained of them in the neighbouring settlements, and for which they are indebted to the expiring efforts of a despotic Government and its creatures.
